World leaders could make significant progress toward a climate fund for developing countries when the United Nations Climate Change Conference (UNCCC) resumes talks in Tianjin , China.

The UN published a preview of the climate deal in Copenhagen today. The proposals do not include a long term climate finance package to help developing countries tackle climate change and do not guarantee climate action.

All countries will have to contribute their fair share in cutting global emissions, says Oxfam in reaction to the IPCC report on mitigation, which was launched today.

As climate negotiations in Tianjin, China, closed today, international development agency Oxfam said the outline of an agreement on a set of decisions at the Cancun summit in December are beginning to appear, but governments will need to work with real urgency to achieve real progress this year.

In response to President Obama’s climate plan announcement scheduled for this afternoon Gawain Kripke, research and policy director for Oxfam America said: 

The United States’ withdrawal from the Paris Agreement is an indefensible, pointless and morally bankrupt capitulation that will only serve to weaken the global effort to combat the climate crisis, Oxfam said.

Thousands of people are at risk this winter as the EU-Turkey deal keeps migrants, including refugees, stuck in dangerous and degrading conditions in Greece, a coalition of more than 20 humanitarian agencies and human rights organisations warned in a joint statement. EU leaders need to take urgent action to improve the situation on the ground and save lives.

Though de Boer moves on world leaders have barely started the job of tackling the climate crisis. With the lives and livelihoods of billions at stake they could learn much from de Boer's perseverance as well as his uncompromising commitment.

On the shape of the new 2015 climate agreement being negotiated this week, Tracy Carty, Oxfam Climate Change Policy Adviser, said:

The Business and Climate Summit was an opportunity for companies to lead by example, and though several did show willing, it was not nearly enough to champion the urgent action needed to help combat climate change.
