Two years after the signing of a major peace accord designed to build sustainable peace in eastern Democratic Republic of Congo (DRC), a report by Oxfam reveals that citizens still receive little or no protection from the state; armed groups and security forces continue to exploit and abuse communities.

In many areas of the Democratic Republic of Congo, citizens are still vulnerable to brutal violence from armed groups and in some cases from government, including the police, army and local officials.

As 2014 starts, there are reasons to hope that peace may be in sight in eastern Democratic Republic of Congo (DRC).

A framework for peace in the Democratic Republic of Congo will fail to end the suffering of millions of peopleunless concrete actions are taken.

Over 700,000 vulnerable according to UN as North Kivu, in DRC, is hit by increased militarization, poor harvest & little access to clean water.

As the M23 armed group fights to take control of yet more territory in eastern DRC, and a multitude of other armed groups terrorize communities, there is a risk of complete collapse of state authority and worsening humanitarian crisis.

Sally Chin of Oxfam said:

Millions of people in eastern Democratic Republic of Congo are now at the mercy of militias as the country's long-running conflict descends into widespread lawlessness with killing, kidnapping and abuse against the population at alarming levels.
